1. Allow more than ten (10) percent more parking spaces if the additional spaces are of a permeable material as determined by the Director of Planning.

2. Reduction in the number of required parking spaces by up to thirty (30) percent if the use is served by public parking or sufficient bicycle/pedestrian access.

3. Reduction in the number of required parking spaces according to a Best Practices Parking Ratio.

a. An Applicant shall fully cite the sources used to derive the Applicant-submitted parking ratio, possible resources include parking standards materials from the Institute of Transportation Engineers (ITE) or the American Planning Association (APA).
b. The Director of Planning shall review the Applicant-submitted parking ratio to make a recommendation regarding best planning practices for a use.
